Independent Living Services

Functional-skills training delivered in the home and natural community to help adults with developmental disabilities achieve and maintain greater independence.

RGR Solutions LLC provides Independent Living Services (Service Code 520) — individualized, person-centered instruction tied directly to the client's IPP and Individual Service Plan (ISP). Services are delivered where skills are actually used: in the client's home, at the grocery store, on public transit, and throughout the natural community.

What Are Independent Living Services?

Independent Living Services (ILS) is an agency-based, community and home-based functional-skills training program designed to help adults with developmental disabilities transition to or maintain a self-sustaining living situation in the community, or achieve greater independence while living with family or another person.

Services are not center-based. Training happens where the skills are needed — in the client's home, at local stores, on public transportation, and in community settings. Every goal is tied to the client's IPP, assessed needs, and choices.

RGR Solutions uses explanation, modeling, guided practice, repetition, visual supports, and prompt fading to help each client build real independence at their own pace.

13 Functional Skill Areas

RGR Solutions follows the curriculum outlined in Title 17, Section 56742(b)(3)(A-M). Training is individualized — goals are selected with the client and planning team based on assessed needs and personal choices.

Cooking & Meal Preparation

Appliance safety, recipes, measuring, food handling, cooking methods, portioning, and safe storage.

Cleaning & Home Management

Cleaning schedules, laundry, sanitation, organization, and maintaining a safe living environment.

Shopping & Money Management

Using shopping lists, comparing prices, budgeting, banking, bill payment, and fraud awareness.

Public Transportation

Route planning, schedules, fares, trip planning, travel safety, and requesting assistance in real environments.

Personal Health & Hygiene

Hygiene routines, appointment preparation, and wellness reminders — no medical treatment provided.

Self-Advocacy Training

Expressing preferences, asking questions, understanding rights, and supported decision-making.

Community Resources & Safety

Using medical and dental services, emergency resource awareness, and home and community safety planning.

Recreation & Community Participation

Selecting activities, scheduling, identifying low-cost options, and safe participation in natural environments.

Additional areas include menu planning, meal preparation, and further community-resource and safety skills — all addressed during the individualized assessment process.

What Clients Will Learn

Our goal is measurable progress. At least 80% of active clients will demonstrate measurable improvement on one or more ISP objectives during each six-month reporting period.

Plan and complete everyday household, shopping, meal, money, and transportation tasks
Break larger tasks into manageable steps using checklists, visual schedules, and natural supports
Ask questions, communicate preferences, and recognize unsafe situations
Access community resources, medical appointments, and emergency services
Practice skills in real settings and maintain them with less paid assistance over time

How to Access ILS Services

Independent Living Services are requested through your Regional Center. Families and consumers should talk to their Regional Center service coordinator about Independent Living Services through RGR Solutions LLC.

Eligibility Requirements

  • Adults age 18 or older (or age 22+) with an active California Regional Center IPP
  • Identified need for functional-skills training, maintenance, or emergent independence support
  • Primary need is training — not continuous personal care or skilled nursing
  • Able to participate safely with reasonable supports and an agreed plan
  • Client or authorized representative agrees to assessment and individualized planning

How the Process Works

From referral to ongoing services, RGR Solutions follows a structured, person-centered intake and assessment process designed to ensure every client receives the right support for their individual goals.

Regional Center Referral

Contact your California Regional Center service coordinator to request Independent Living Services through RGR Solutions LLC.

Authorization Review

The Regional Center reviews the referral and authorizes ILS as part of the consumer's Individual Program Plan (IPP).

Initial Screening

RGR Solutions reviews the referral for eligibility, service capacity, and geographic feasibility within five business days.

Assessment (10 Hours / 30 Days)

The Program Director conducts a comprehensive in-home assessment covering all 13 Title 17 functional-skill areas, preferences, strengths, and safety.

Individual Service Plan (ISP)

A personalized ISP is developed with the client and planning team, identifying goals, teaching methods, and monthly authorized hours.

Ongoing Services & Progress Monitoring

ILS Instructors deliver 1:1 in-home and community-based training with regular progress reports submitted to the Regional Center.

Important Note

Independent Living Services provides functional-skills training and does not include skilled nursing, clinical treatment, crisis intervention, or 24-hour supervision. Services require active Regional Center authorization and an approved Individual Program Plan.
